I have built "must-have class" application to automate link exchange called "Link Exchange Organizer" so you can see it in action here. How it works: Reciprocal links submitted by visitors appear immediately on the site so they are not forced to wait for you to review their requests and the only thing they should do to complete trade is to put your link on their site. (Actually this behavior can be setup as adjustable to match your link exchange policy.) Link Exchange Organizer will check backlinks automatically upon submission and then once a week (interval is adjustable from admin side) and remove those partners who failed to provide link to your site on their end if backlink is not in place after a number of checks (adjustable, defaulted to 30 days). Also it will automatically analyze content of the page where backlink is located and check relevancy against "our" home page. Irrelevant submissions (like spammy link pages with many unsorted links) will be declined automatically (administrator will be notified by email). It is possible to turn on/off backlink checking for each link partner individually. Administrator gets notified by email when someone places link on your site so you can review and remove undesirable links if any at any time. User (link partner) gets notified when his link gets moved between categories by administrator with exact new link location URL. Any customizations for this system to meet your individual needs can be done on your request.
